Two surveys of special education facilities produced at the close of 1964 were The Special School: Aims, Facilities and Amenities* and Special Education in London.f The first was prepared by the National Union of Teachers' Advisory Committee for Special Education, and stresses that: "Special schools in this country have always claimed to place high value on individual consideration, and given attention to individual development. The various types of special school have also placed different values on selected aspects of development. The deaf have always ranked communicative skills very highly, the blind would value confidence in independent movement, the E.S.N, child would need social skills and opportunities for his development, whilst the physically handicapped would require the help of several professional disciplines in the normalising of their appearance as an aid towards social acceptance.
